What did The Charter Oak Group do when the US Department of Labor's Older Worker Program tasked it with administering statutorily-required customer satisfaction surveys? Charter Oak turned to Tray to print and mail the surveys due to competitive cost, ability to perform highly personalized mailing, quality of work and security in handling sensitive documentation. Tray was able to manipulate the secure data, compile variable print materials, and mail the project to two different customer groups for each of 71 state and national grantees.

Each mailed package contained a personalized letter from the grantee, a matched scanable survey, reply envelope and carrier envelope with a variable return address for the each of the grantees. The data stream was analyzed for BMC mailings and postal presorts to ensure the lowest postal rates and fastest in home delivery.

Tray wrote specialized programming code to ensure the personalized letters, surveys, and 9x12 envelopes with personalized return addresses matched the recipients. Tray was able to ensure security of the project's highly sensitive data by combining the use of digital web presses, bar coding and intelligent inserters, all under one roof at a licensed secure facility. Tray used printing, mailing and logistics expertise to produce the Department of Labor's highly successful program, which attained an unprecedented response rate of nearly 70%.
